1. Thank you for your letter of 20th August (54144/ 22/45) enclosing Draft Directives: (a) to Senior Officer Commanding H.B.M. Forces in Hongkong, and (b) to C.C.A.0.

I have one or two observations to make on the Drafts as they stand.

3. Firstly the Directive to the Force Commander:

(4) (a) Para.l. I suggest that the para. begins

"It is assumed that.......", although

Proclamation No.1 may already have been issued.

(b) Para.3. I attach a suggested re-draft.

Surely the correct method of issue of the Directive to C.C.A.O is by the Force Commander, to whom, the C.C.A.0. is directly responsible.

(c) Para.9. I submit that this para. should be

omitted as being outside the immediate interest of a Civil Affairs Directive.

(a) Para.10. If you agree my remarks re the

omission of Para.9, the word "however" should be deleted.
